During Gaddafi’s reign, electricity was free for all citizens. Libyan banks were state-owned, and loans were offered at zero interest by law. Housing was treated as a human right, and Gaddafi’s own family lived in a tent until every Libyan had shelter. Newlyweds received 50,000 US dollars to help build their first home and start a family.

Education and healthcare were entirely free. Literacy levels soared from 25% to over 83%. Anyone wanting to start farming received free land, equipment, seeds, livestock, and a home. If Libyans required advanced medical care or specific education abroad, the government covered not only the costs but also provided monthly accommodation and car allowances.

Petrol cost just 14 cents per liter, and buying a car meant the government paid half. Libya had no external debt and held $150 billion in reserves, now frozen. Graduates unable to find jobs received salaries as if employed until they found real work. Oil profits were directly credited to citizens’ bank accounts.

New mothers received $5,000 for each child born. Bread prices were symbolic; forty loaves cost just 15 cents. By the end of his tenure, 25% of Libyans held university degrees. And the Great Man-Made River, the largest irrigation system ever attempted, ensured access to water across Libya’s deserts.

Some call this dictatorship. Others see it as a bold model of African sovereignty. Gaddafi’s legacy is debated but never denied.
