On September 21, 1978, Nigeria took a major constitutional step toward ending years of military rule.
At the time, Nigeria was under the military government of General Olusegun Obasanjo, who had assumed leadership after the assassination of General Murtala Mohammed in 1976.
The military government had already announced its intention to return Nigeria to democratic civilian rule.
Then came September 21, 1978.
The Federal Military Government promulgated Decree No. 25 of 1978, bringing the framework of the 1979 Constitution into law.
This was not just another government decree.
It was part of the foundation for Nigeria’s return to civilian government.
The new constitutional arrangement introduced a presidential system of government, with an elected President, an elected National Assembly and a separation of powers among the executive, legislature and judiciary.
It also provided the constitutional framework under which political parties could operate and elections could be conducted.
The ultimate destination was clear:
October 1, 1979 — the return of Nigeria to civilian democratic rule.
And that day eventually came.
In 1979, Nigerians went to the polls, and Alhaji Shehu Shagari emerged as President, bringing an end to the military government’s transition programme and ushering Nigeria into the Second Republic.
So, when we talk about Nigeria’s return to democracy in 1979, we should not look only at the election itself.
The story had already been unfolding months earlier.
